The Telegram which the 7.O. had just received could not I believe have been transmitted from Pekin at a later date than about the 28 August.
In R.A. would therefore have had 3 weeks for his negotiation with the Chinese Consul on the subject of the Hougkong unfettered by the F.O. conditions in 8819.
